Nigerian air passengers seeking refunds for cancelled bookings or disrupted flights should understand their rights under the Nigeria Civil Aviation Regulations, as the Nigerian Civil Aviation Authority (NCAA) continues to emphasise compliance with passenger-protection rules.

A travel-industry report published on Monday, October 26, highlighted key provisions covering ticket cancellations, refund timelines, missed flights and the conditions attached to different ticket types.

The rules are contained in Part 19 of the Nigeria Civil Aviation Regulations 2023, which outlines the rights and responsibilities of passengers, airlines, travel agents and tour operators.

For travellers, understanding these provisions can help prevent avoidable losses and make it easier to challenge refund delays.

How Long Should Airlines Take to Process Refunds?

One of the most important provisions concerns the time airlines have to process eligible refunds.

Under the guidance reported by Travel News Africa, cash ticket purchases should be refunded immediately, where applicable. Refunds for tickets paid for through other methods should be processed within 14 days for both domestic and international flights.

The NCAA had also warned domestic airlines against telling passengers that refunds could take four weeks. In October 2025, the regulator reiterated that the 14-day timeframe under Part 19 must be respected.

Passengers who have submitted valid refund requests should therefore retain evidence of their applications and monitor the applicable deadline.

Travellers can consult the NCAA’s official Consumer Protection Regulations for the regulatory framework.

Can You Get a Refund If You Cancel Your Ticket?

Not every passenger who cancels a ticket is automatically entitled to a full refund.

According to the October 26 industry report, a key provision allows passengers to cancel a reservation within 24 hours of purchase and qualify for a refund, provided the ticket was bought at least seven days before departure.

The report also states that qualifying tickets may be placed on hold for a minimum of six months.

However, passengers should confirm the precise conditions that apply to their booking before relying on this provision. Refund eligibility can depend on the circumstances of cancellation, the applicable regulations and the terms of the ticket.

Some promotional or non-flexible fares have stricter cancellation conditions than flexible tickets. A passenger who changes travel plans voluntarily should therefore check the fare rules before cancelling.

The position may also differ when an airline cancels a flight or makes a significant schedule change. In such cases, passengers should ask the airline to explain the available refund or re-routing options.

What Happens If You Miss Your Flight?

Passengers who fail to report for their flights or arrive too late to complete check-in and boarding procedures may be classified as no-shows.

In these circumstances, a full refund is not guaranteed. The outcome may depend on the ticket’s conditions, the airline’s rules and the circumstances surrounding the missed flight.

Some fares may permit changes subject to a penalty and any difference in fare. Others may have stricter restrictions.

Travellers who know they will miss a flight should contact their airline or travel agent as soon as possible rather than simply allowing the departure time to pass.

Early communication may preserve options that would otherwise be lost.

What If the Airline Cancels Your Flight?

An airline-initiated cancellation is different from a passenger deciding not to travel.

The NCAA’s published passenger-rights guidance provides for reimbursement and, in relevant circumstances, compensation following flight cancellations.

Its published FAQs state that domestic passengers may be entitled to compensation of 25 per cent of the fare unless they were informed of the cancellation at least 24 hours before departure. For international flights, the published guidance specifies 30 per cent of the fare, subject to the applicable notice provisions and circumstances.

Passengers may also have a right to reimbursement of the ticket’s value or re-routing, depending on the situation.

These provisions should not be confused with the rules governing voluntary cancellation of a non-refundable ticket. Passengers should ask the airline to identify the specific provision it is applying to their case.

The NCAA provides further details on its official passenger-rights FAQ page.

What Nigerian Passengers Should Do When Requesting a Refund

Passengers who want their money back can take the following steps:

  1. Contact the airline or travel agent. Submit the refund request through the company that handled the booking or payment.
  2. Keep supporting documents. Save the booking confirmation, ticket number, payment receipt, cancellation notice and all correspondence.
  3. Request written confirmation. Ask the airline or agent to confirm the refund amount, the reason for any deductions and the expected processing date.
  4. Check the applicable rules. Establish whether the case involves voluntary cancellation, airline cancellation, a schedule change, a missed flight or another circumstance.
  5. Escalate unresolved complaints. If the airline does not resolve the issue, submit a complaint to the NCAA Consumer Protection Department.

Passengers can use the NCAA Consumer Protection portal to submit complaints and follow up on disputes.

The regulator also advises passengers to complain to the service provider first and provide supporting documents when escalating the matter.

What the Refund Rules Mean for Nigerian Travellers

The NCAA’s passenger-protection framework gives travellers a formal route to challenge eligible refund delays and other disputes with airlines.

However, passengers should not assume that every ticket is refundable under every circumstance. Understanding fare conditions, acting promptly when plans change and keeping a clear record of communications can make a significant difference.

For people booking through travel agencies, it is also important to establish who received the payment and which party is responsible for submitting and processing the refund.

Ultimately, passengers should rely on the applicable regulations and the specific circumstances of their booking rather than accepting an unexplained delay or assuming that every cancellation qualifies for a full refund.
